Health and Safety Engineer [China]


 

Overview:
The senior HSE engineer will be responsible to provide leadership and technical support on HSE programs and ensure full and on-going compliance with applicable regulatory and Waters requirements. This role will partner with business leaders and employees to continuously improve HSE culture, awareness, and accountability, in support of site’s HSE objectives and business initiatives.
Responsibilities:
  • Proactively manage site health, safety and environmental compliance and related continuous improvement programs.
  • Acquire necessary Health, Safety, and Environmental certifications, site licenses, permits, etc. Maintain a list of all site required regulatory permits or records.
  • Liaise with local regulatory agencies for HSE related registrations, inspections, or other required items. Host, document, and track regulatory audits and inspections.
  • Work with site laboratory and office team to ensure all key HSE operational controls are in place and HSE action items are resolved on a timely basis.
  • Organize and participate in Safety Committee activities.
  • Perform facility safety and environmental audits/ inspections, including laboratory and office.
  • Develop and deploy employee HSE training.
  • Develop, implement, and report emergency plans and processes.
  • Lead and facilitate Occupational disease health (ODH) process for employees.
  • Lead incident investigations including root cause analysis, and monitor timely closure of corrective and preventative actions.
  • Collect and report sustainability-related data: energy, water, waste, workplace safety metrics, etc.
  • Lead the acceptance reviews of environmental, safety and occupational & disease health (ODH) projects for new lab facility.
  • The appointed HSE Engineer shall also be assigned to support HSE activities at other Waters sites within China, as and when assigned by the HSE Supervisor whenever the operational need arises.
Qualifications:

  • Bachelor of Science Degree in Occupational Health, Safety, Industrial Hygiene, Environmental Engineering, Environmental Science, or related field
  • At least 7 years of HSE management experience in Chemical industry is preferred.
  • Thorough knowledge of national and local HSE legislation.
  • Experience in ISO14001 & ISO45001 is preferred.
  • Demonstrated ability to recognize, evaluate and recommend controls for workplace hazards.
  • Demonstrated strong problem solving and analytical skills with strong attention to detail.
  • Strong communications, interpersonal, and organizational skills, with an ability to influence others at all levels of the organization.
  • Good web, Word, PowerPoint, and Excel capabilities. Internet, intranet, and database tools (internal and external) as needed to support the HSE function.
  • Good in written and spoken English.
